Excavation in Mission
North of the Fraser, with growth focused inside the urban growth boundary and on the waterfront.
About Mission
- Mission’s Official Community Plan update (Bylaw 6405-2026) plans for most growth inside an urban growth boundary, with the downtown and waterfront as key areas, and its Employment Lands Strategy warns of a worsening industrial land shortage. Local rules that affect excavation
Checked October 2026. Each point below links to Mission’s own bylaw or web page. Bylaws change, so confirm with Mission before work starts. General information, not legal advice.
Soil management
- Soil Management Bylaw 6133-2022: no deposit or removal of soil or other material without a permit. The exemption covers up to 100 m³ (about 10 tandem dump trucks) per calendar year, and no exemption applies in the ALR without Agricultural Land Commission approval. Source: Bylaw 6133-2022 (PDF)
Trees and streams
- Tree Management Bylaw 3872-2006 applies to Urban and Urban Reserve land in the area mapped in its Schedule A (south-west Mission), covering trees of 20 cm diameter or more measured 1.5 m above the ground. Source: Bylaw 3872-2006 (PDF)
- Development Permit Area E in the OCP update sets conditions for development affecting the natural environment, including watercourses (E2). Source: City of Mission OCP Bylaw 6405-2026 (PDF)
Provincial and federal rules apply too
Municipal bylaws sit on top of provincial and federal rules: BC 1 Call locates and WorkSafeBC requirements on every dig, the Agricultural Land Commission for fill in the ALR, soil relocation notifications for some commercial and industrial sites, and the Water Sustainability Act and Fisheries Act near streams. Our Excavation permits checklist for BC projects links each one to its source.
